The City and County of Honolulu's Real Property Assessment Division says a totally disabled veteran whose injuries were sustained on active duty may have their home exempted from real property taxes, except for the minimum tax, under Revised Ordinances of Honolulu 8-10.5. Veterans file claim form E-8-10.5 with a physician's certificate of disability, online or by submitting the form.
The exemption starts with the next tax payment date if the claim is filed by June 30 for the first payment or December 31 for the second. It continues while the veteran remains totally disabled, or the widow or widower remains unmarried. Practical step: file after closing in Kailua. A continuance form, E-8-10.5A, is also posted.

The City and County of Honolulu Department of Planning and Permitting's building permit search finds permits by application or permit number, address, Tax Map Key (TMK) or date range. The legacy system holds data through July 28, 2025, and newer applications are in HNL Build while historical data is being migrated.
Permits issued before January 1972 are not available online. The department says that information can be obtained from its Data Access and Imaging Branch on the first floor of the Fasi Municipal Building. Practical step: search a Kailua home by TMK in both systems, and request pre-1972 records in person for older homes. DPP says the quickest search uses the application or permit number.
