What the county figure means here.
A borrower with full VA entitlement does not have a VA loan limit, subject to lender approval, ability to repay, and the appraised value or purchase price. The FHFA one-unit county conforming loan limit matters primarily when calculating remaining bonus entitlement for a borrower who does not have full entitlement, and it may affect whether a down payment is required.
Orange County carries a $1,249,125 one-unit conforming loan limit value for 2026, and that is the county figure we reference for Santa Ana. County reference, not an address-based lookup. Confirm the county of the property before using this value; city and metro boundaries can cross counties. Whichever county your property is in, the value is used in remaining-entitlement calculations — including on a 2–4 unit property — and is not a cap on what a fully-entitled buyer can finance.

Estimate a payment with your own rate assumptionSanta Ana permits moved to Accela in July 2026
The City of Santa Ana announced on June 12, 2026 that Accela would become its new permit portal and land management system. Effective July 1, 2026, all plans and applications must be submitted electronically through the Accela Citizen Access portal. The portal handles building, mechanical, electrical and plumbing permits, water heater installation permits, planning and zoning applications, fee payment and inspection scheduling.
The City's permit FAQ adds that a permit is required to build, enlarge, alter, repair, move, demolish or change the occupancy of a building, or to install or replace regulated electrical, gas, mechanical or plumbing systems. Some items are exempt, such as one-story detached sheds up to 120 square feet. Practical step: because records are moving to a new system, ask City staff where older permits for the address are held if the new portal does not show them.
Orange County Assessor notices a new Santa Ana owner should expect
The Orange County Assessor lists notices a new owner may receive: a Change of Ownership Statement, a Homeowner's Exemption application, a Notice of Supplemental Assessment, a supplemental tax bill and the annual secured bill. A new annual bill in the buyer's name will not arrive until the following September, but the new owner is responsible for taxes from the date of acquisition.
Under Proposition 13, a reassessable change in ownership, such as a sale, sets a new base-year value equal to market value at transfer and generates a Notice of Supplemental Assessment. Refinancing is not a change in ownership when the same parties remain on title. Practical step: return the Homeowner's Exemption application if the home is your principal residence.
