The City of St. Louis Building Division states that 100% of property in the City is in a Housing Conservation District. Under Ordinance 71835, a residential sale requires a Certificate of Inspection before the unit may be occupied. The inspection checks minimal interior code items and exterior standards under the International Property Maintenance Code.
The City says the inspection is not a guarantee of the building's condition and suggests buyers consider a commercial-grade inspection. It also sets how many people may occupy the unit. Practical step: confirm who will apply for the inspection and when, and plan it into the timeline before closing. The City also states that no more than three unrelated persons may live in the same dwelling.

These include real estate information (taxes, valuation, assessment, sales and land use), boundaries and zones, and residential services such as ward and trash schedules. The City does not allow name searches of property records.
Because this is the City's own database, it covers city parcels only. Practical step: search the exact address to check assessment, zoning district and ward before making an offer. If the address is actually in St. Louis County, use the County's records instead. Other categories list trash and maintenance schedules and contacts for aldermen and neighborhood officers.
