Chicago buyers should distinguish existing building and inspection records from applications still moving through permit review, especially when a home is marketed with recent improvements. Confirm the property's county, and which local offices serve the address, before relying on it.

What the county figure means here.
A borrower with full VA entitlement does not have a VA loan limit, subject to lender approval, ability to repay, and the appraised value or purchase price. The FHFA one-unit county conforming loan limit matters primarily when calculating remaining bonus entitlement for a borrower who does not have full entitlement, and it may affect whether a down payment is required.
Cook County carries a $832,750 one-unit conforming loan limit value for 2026, and that is the county figure we reference for Chicago. County reference, not an address-based lookup. Confirm the county of the property before using this value; city and metro boundaries can cross counties. Whichever county your property is in, the value is used in remaining-entitlement calculations — including on a 2–4 unit property — and is not a cap on what a fully-entitled buyer can finance.

Estimate a payment with your own rate assumptionBuild a Chicago permit and inspection record checklist
Chicago's Department of Buildings provides a public Building Permit and Inspection Records application. Use it as a starting point for investigating a home whose listing mentions a remodeled basement, addition or other completed work. Ask the seller for the relevant permit identifiers and inspection paperwork, and keep those documents together with the city records you find. During your inspection discussion, identify any mismatch between the work described in the listing and the documentation available for that work. The city's user agreement cautions that database information may contain omissions or may not be current or complete. An empty or unclear online result therefore leaves a question to resolve with the department and seller; it does not establish that the property has no issues.
Separate a Chicago permit application from an issued permit
When a seller says a renovation permit is being processed, ask for its application number and consult Chicago's Building Permit Application Status guidance. The city says an address search shows more limited information, while the application number unlocks additional details, including open corrections. The status page identifies the work description, review activity and permit issue date when applicable. Review unresolved holds and corrections with the seller or the professional who submitted the application before building a move-in or renovation schedule around that work. This system covers applications started within the preceding thirty-six months, so older work may require a different records inquiry. Save the application number and the date checked, since the city notes that information can change while review continues.

Owner-occupied 2–4 units are eligible.
VA allows purchases up to four units as long as you occupy one of them. Whether any projected rental income counts toward your qualifying ratios is a lender and VA underwriting decision, not an automatic allowance. The one-unit county value above is still the figure used in entitlement calculations on a 2–4 unit property.
